According to the Church Code of Canon Law, each
parish is to have a Finance Council which is
regulated by universal law as well as by norms
issued by the diocesan bishop. In this council, the
Christian faithful, selected according to the same
norms, aid the pastor in the administration of
parish goods. The functions of the Finance Council may include:
1) Advising the pastor on any major commitment of
funds on parish resources for capital improvements
2) Advising the pastor in the investment of parish
funds Fulfilling an active role in the preparation of
the parish budget and its execution 3) Assisting to establish cash management and
internal control procedures for all parish funds
